RAMC Washington Wrap Up – September 26, 2025

CONGRESS

The House passed a continuing resolution (CR) that will extend fiscal year 2025 funding through November 21, 2025, by a 217 to 212 vote.  The Senate failed its CR measure and the Democrat alternative by a 47 to 45 vote.

Senate Majority Leader John Thune (R-ND) filed a resolution to confirm over 100 Administration nominees, including the 4 remaining nominees for the U.S. Department of Education (ED): David Barker, Assistant Secretary for Postsecondary Education; Mary Christina Riley, Assistant Secretary for Legislation and Congressional Affairs; Kimberly Richey, Assistant Secretary for Civil Rights; and Kirsten Baesler, Assistant Secretary for Elementary and Secondary Education.

ADMINISTRATION

U.S. Secretary of Education Linda McMahon announced that ED will reallocate discretionary funding originally appropriated for several programs — including Minority-Serving Institutions (MSIs), international education, teacher preparation, arts education and gifted and talented programs — to programs that provide grants to civic education, charter schools, Historically Black Colleges and Universities (HBCUs) and Tribal Controlled Colleges and Universities (TCCUs).

ED is seeking public comment on “patriotic education” as an additional supplemental priority for ED discretionary grants.

ED announced the formation of the America 250 Civics Education Coalition.

ED opened the 2026-2027 Free Application for Federal Student Aid (FAFSA) to all students. The application will technically remain in a beta-testing stage until October 1.

COURTS

Two district court judges issued a preliminary injunction blocking the Trump Administration’s efforts to bar undocumented children from attending Head Start programs. One of the rulings also allowed undocumented residents to continue accessing adult and career and technical education programs.
