Washington Wrap Up – June 19, 2018

HOUSE and SENATE
The House Labor, Health and Human Services, Education, and Related Agencies Appropriations Subcommittee (LHHS) released and marked up its Fiscal Year (FY) 2019 spending bill. Most education programs were level funded compared to FY2018. However, career and technical education (CTE) programs, the Charter School program, Student Support and Academic Enrichment Grants, TRIO and GEAR UP, and certain Impact Aid and Individuals with Disabilities Education Act programs all saw an increase in funding. National activities for school safety programs received a decrease in funding. A full House Appropriations Committee markup of the bill has not yet been scheduled.
House Speaker Paul Ryan (R-WI) announced that the House will vote on two immigration bills next week to address issues related to border security and the Deferred Action for Childhood Arrivals (DACA) program. One of the bills will be House Judiciary Chairman Bob Goodlatte’s (R-VA) immigration bill (H.R. 4760), and the other will be an immigration package brought together by Speaker Ryan, the final text of which has not yet been released.
The Senate Health, Education, Labor and Pensions (HELP) Committee will mark up the yet to be released Senate version of the Carl D. Perkins CTE reauthorization bill on Wednesday, June 20.
On Wednesday June 20, the Senate HELP Committee will also consider the nominations of Scott Stump to be the Assistant Secretary for Career, Technical, and Adult Education at the U.S. Department of Education (ED) and John Lowry to be the Assistant Secretary of Labor for Veterans’ Employment and Training at the U.S. Department of Labor (DOL).
ADMINISTRATION
ED announced that it would delay, for the second consecutive year, the certain disclosure requirements under the Gainful Employment rule.
