CONGRESS
The Senate HELP Committee released text representing the Committee’s portion of the Senate’s budget reconciliation bill. The bill text can be found here. The press release announcing the bill text can be found here. The Committee provided section-by-section can be found here. The bill makes changes in the following areas: Federal student loans, including student loan repayment, eligibility, and borrowing limits; Institutional program eligibility for loans based on earnings requirements, regulatory requirements; and Pell grants. Notably unlike the House Education and Workforce Committee reconciliation bill, the HELP Committee bill does not increase the number of credit hours necessary to be full-time for Pell eligibility purposes and maintains Pell eligibility for less than half-time students.
ADMINISTRATION
The Administration submitted additional materials related to its Fiscal Year (FY) 2026 budget request to Congress. The U.S. Department of Education’s (ED’s) budget request can be found here, U.S. Department of Labor (DOL’s) budget can be found here and U.S. Department of Health and Human Services (HHS’s) budget request can be found here. ED announced the appointment of Dr. Amber Northern as a senior advisor to Secretary of Education Linda McMahon, with a focus on reforming the Institute of Education Sciences (IES).
ED paused its plan to garnish Social Security benefits for defaulted student loan borrowers.
President Trump sent Congress a request to rescind a total of $9.4 billion in FY 2025 and FY 2026 funding. This recission request largely consists of cuts to funding for foreign aid and the Corporation for Public Broadcasting. If the House and Senate maintain their current projected schedule, Congress has until July 18 to approve or deny this request.
President Trump dismissed all members of the National Board for Education Sciences (NBES).
COURTS
A Federal district court judge denied two requests for preliminary injunctions regarding the Administration’s actions to cancel IES contracts, the reduction in force (RIF) of IES staff and other related actions.
An appellate court judge upheld a previous court order barring Federal agencies from conducting further RIFs and reorganizations.
A Federal district court judge issued a preliminary injunction preventing grant terminations by AmeriCorps and other related actions for 24 States and the District of Columbia. The order requires the restoration of such grants and prohibits the requirement that AmeriCorps member’s activities cease.
A Federal district court judge issued a temporary restraining order blocking DOL from suspending operations at Job Corps centers across the country.
