CONGRESS
The House Committee on Energy and Commerce and House Committee on Education and Workforce both approved the Student Compensation and Opportunity through Rights and Endorsements (SCORE) Act by 30 to 23 and 18 to 17 votes, respectively.
The U.S. Government Accountability Office released a report determining that the U.S. Department of Health and Human Services violated the Impoundment Control Act by withholding funds for Head Start.
The Senate Health, Education, Labor, and Pensions Committee advanced the nominations of David Barker for Assistant Secretary for Postsecondary Education and Mary Christina Riley for Assistant Secretary for Legislation and Congressional Affairs by a 12 to 11 party-line vote. The nominations now move to the full Senate, with no set timeline for consideration.
Fourteen Republicans sent a letter to Office of Management and Budget Director Russell Vought, requesting him to fully implement the fiscal year (FY) 2025 Continuing Resolution, including funding for the National Institutes of Health.
ADMINISTRATION
The U.S. Department of Education (ED) released 21st Century Community Learning Center funds that it was withholding to States. Following this, the Administration released the funds for the other five formula programs that were being similarly withheld from States.
The White House released its AI Action Plan, outlining over 90 Federal actions in the artificial intelligence space, including those pertaining to education and workforce matters.
ED noticed its plans to form two rulemaking committees to develop regulations that cover loan, programmatic accountability and Pell Grant issues, including Workforce Pell this Fall.
ED released a report showing institutional nonpayment rates based on borrowers who entered repayment since January 2020 and became over 90 days delinquent as part of the Department’s effort to encourage schools to improve outreach and reduce future student loan default risks.
President Trump signed an Executive Order titled “Saving College Sports.”
ED announced a pause in loan forgiveness under Income-Based Repayment plans citing litigation as requiring this action.
Columbia University announced that it has reached a resolution agreement with the Administration regarding the university’s actions related to pro-Palestinian protests, campus antisemitism and other matters.
COURTS
A district court judge ordered the Office of Management and Budget to maintain the Public Apportionments Database.
